Lovely photo; your right about the surface tension, but it is a critter called a Pond Skater, not a mosquito. These guys are hunters on the water surface of anything about the same size or smaller that just happens to perhaps not have the same walking on water skills that they have!
This isn't a mosquito, though. It's a water strider. Most other insects, while they would remain on the surface due to surface tension, would not be able to fly away, also because of the glue-like effects of surface tension.
